If you were affected by the September 11th attacks or their aftermath, you may be eligible for compensation under the 9/11 Victim Compensation Fund (VCF). Understanding the 9/11 Victim Compensation Fund (VCF)

The 9/11 Victim Compensation Fund provides financial relief to individuals affected by the September 11th attacks. This includes those who suffered physical harm, lost loved ones, or became ill from toxic exposure at Ground Zero. 

You can claim compensation for medical expenses, lost income, and emotional distress directly connected to the tragedy.  If you lived, worked, or studied in lower Manhattan between September 11, 2001, and May 30, 2002, you qualify, even if you were not a first responder. 

Determining Your Eligibility

Before filing, you must confirm that you’re eligible for VCF compensation. Eligibility typically depends on:

Exposure Requirements

You must have been present at designated crash sites or exposure zones between September 11, 2001, and May 30, 2002:

  • World Trade Center site in New York City
  • Pentagon crash site in Arlington, Virginia
  • Shanksville, Pennsylvania crash site
  • New York City Exposure Zone in Manhattan south of Houston Street

This includes first responders, recovery workers, residents, students, and office workers in these areas.

Certified Medical Conditions

You need a certified 9/11-related condition diagnosed by a physician. Eligible conditions include:

  • Respiratory illnesses: Asthma, COPD, interstitial lung disease
  • Cancers: Over 60 types including lung cancer, leukemia, lymphoma, multiple myeloma
  • Digestive disorders: GERD and related conditions
  • Mental health conditions: PTSD, depression, anxiety disorders

Your condition must be certified through the World Trade Center Health Program or by a qualified physician.

Critical VCF Deadlines

You have two years from the date your 9/11-related condition is certified to file your claim. Missing this deadline means forfeiting your right to compensation, regardless of illness severity or financial losses. If your condition worsens or you develop new 9/11-related illnesses, you can file an amendment within two years of the new certification to seek additional compensation.

The VCF Claims Process

Registration and Filing

Registration is your first step toward accessing 9/11 victim compensation. To register:

  • Visit the official VCF.gov website
  • Create an account and submit your registration before your deadline.
  • Provide proof of your presence in the exposure zone and your certified illness by producing documents including:
  • Employment records
  • School enrollment documents
  • Lease agreements or utility bills
  • Sworn affidavits from witnesses

Medical Documentation 

Provide comprehensive medical records establishing your 9/11 related condition:

  • Diagnostic reports and test results
  • Complete treatment histories
  • Physician statements a liking your illness to toxic exposure

Loss Documentation

Submit evidence of economic losses including:

  • Lost wages and reduced earning capacity
  • Past and future medical expenses
  • Tax returns, pay stubs, and employer statements
  • Itemized medical bills

Claim Review

The VCF  Special Masters reviews your claim and determines your award amount. This process typically takes several months. You have the right to appeal if you disagree with the determination.
